Action Plan
This action plan is a compilation of information received from a
request of how to approach our PHRF reviews using the new IRC data.
There is no specific "order" of events at this time. Section 15 Rules
changes need to be completed by early October in order to get the
approvals "on time". The responses were most helpful in putting this
plan together.
Again, your comments and corrections are most appreciated.
- Use Rod Spearin’s data sheet as a review starting point. Include
Class D (non-IRC rated boats). Look at the Melges 24. Look at the
larger Tartans.
- Send out a letter to the membership explaining their
responsibility for their own IRC ratings. This is not part of the
HRB’s responsibility. Use Luiz’s note as a starter.
- Send out a Q&A sheet of procedures regarding IRC and the DRYA.
- Use the necessary care in rating discussions as Tom Burleson
pointed out. We’re only concerned with PHRF. IRC numbers may be a
resource but must be used judicially.
- Al DeClercq suggested the addition of a field, on the DRYA PHRF
Certificate, with the associated IRC number for that particular boat.
Need some further discussion regarding sail measurements.
- Art LeVasseur brought up a good point regarding how IRC and IMS/Americap
measure boats and sails to see if any of our PHRF Rules need updating.
Section 15.10 and 15.13 need further review and potential revising.
Others may need revising. Dave Spiers would like us to consider
tightening credits for solid props and a look at Code 0’s.
- Look at second place finishes and "how many seconds/mile out of
first" they were.
- Consider a complete Fleet review for PHRF numbers.
- Discuss how to set-up IRC class splits.
- Discuss how to conduct the 2005 fall reviews.
- Consider tabling Furling Credit discussions for a year.
I would like to start on Monday, September 12, 2005 at BYC. Let’s
look at an October 17th finish for the Fall Boat Review and
all necessary rule revisions completed.
