BY-LAWS

INCLUDING RULES & SPECIFICATIONS

I. NAME: The name of this organization shall be the Detroit Cal-25 Club.
 

II. OBJECT: The purpose of this organization is to develop and promote interest in the Cal-25 as a racing and cruising boat, to develop and maintain one-design standards for the Class and to coordinate cruising and social activities among members.
 

III. MEMBERSHIP

A. All owners, co-owners and bona fide charterers of Cal-25’s shall be eligible for membership.

B. Voting membership in the Detroit Cal-25 Club shall be extended to anyone listed under III.A., upon payment of dues, if any. However, in all matters requiring representation and voting, each boat shall be limited to a single vote.

C. The club may accept as Associate Members other persons interested in the Cal-25 Class but no Associate Member shall be entitled to representation or voting.

D. Membership cards will be issued to all paid members for the current year upon receipt of dues by the Rear Commodore.

IV. OFFICERS: The officers of the Club shall be the commodore, Vice-Commodore, Rear Commodore, Club Measurer and Secretary. Their duties shall be as follows:

A. The commodore shall be the executive officer of the Club and shall preside over its meetings. He shall appoint chairman of standing committees and other committees as he deems necessary to conduct the activities of the Club. He is to be an ex-officio member of all committees and perform such other duties as specified by the Executive Committee.

B. The Vice-Commodore shall serve as Chairman of the Race Committee and shall, in the absence of the Commodore, take over the duties of the commodore and assist the Commodore in other duties as may be required. He is also to be the representative of the Detroit Cal-25 Club to all race associations with which the Club may become affiliated.

C. The Rear Commodore shall receive and keep accounts of all moneys, pay bills as authorized by the Board, maintain a bank account, submit written reports at all meetings and notify members with respect to delinquent dues. He shall also serve as the Chairman of the Budget Committee.

D. The Secretary shall keep minutes of the meetings, records of memberships send out meeting notices and perform all other duties pertaining to the office.

E. The Club Measurer, when appointed by the Commodore, will serve as the measurer for the Club and see that the specifications as determined by the Club are followed. He will also be a member of the Rules Committee.
 

V. COMMITTEES

A. The Executive Committee shall consist of the charter members of the Club who still own their boats, the present officers of the Club and the two most recent Past Commodores of the Club. It shall interpret the class rules, sanction or ban Club races, fill vacancies in office, conduct all business and determine the policies of the Club between membership meetings.

B. Standing committees shall be appointed by the Commodore unless otherwise specified in the By-Laws and these committees shall consist of:

1) The Rules - By-Laws Committees shall make recommendations of any needed By-Law or Rules changes to the Executive Committee, prepare any revisions for presentation to the general membership and advise the Commodore in any difficulties which may arise during Club meetings.

2) The race committee shall keep records of all Club sanctioned races, compute season standings, be responsible of acquiring supplies for season awards such as flags and trophies. It shall also be the Clubs representatives to other racing associations with which the Detroit Cal-25 Club affiliates and shall perform the duties specified in Article IX, Section A and Section D.3.

3) The Budget Committee shall be responsible for submitting a budget to the Executive Committee for the upcoming fiscal year and be available to assist the Rear Commodore in his duties pertaining to the office.

4) The Membership Committee shall be responsible in assisting, in any way possible, any of the Members of the Club and also be available to help any new members adjust to the By-Laws and rules of the Club.

5) The Publicity Committee shall be responsible for the publication and distribution of the Club Newsletter "Cal Clues" not less that four times and not more that six times annually and shall be responsible for any other publicity of the Club’s racing or social functions in publications outside the realm of the Club Newsletter.

6) The Social Committee shall be responsible for the organization and promotion of all other social functions of the Club outside of regular specified general membership meetings.

C. Other committees may be appointed as the Commodore deems necessary for the proper function of the Club.
 

VI. FINANCE

A. Annual dues shall be determined by the membership at the annual meeting. (As of Spring 2005) regular membership dues are $50.00 and Associate membership is $10.00)

B. Membership shall become delinquent one week prior to the first race of the regular D.R.Y.A season, the only exception being new members.

C. New members joining the Club after the last regular season D.R.Y.A. race may join the Club and have those dues paid at the time applied towards the next years membership.

D. The Executive Committee shall determine the amount and form of financial contribution to make to the Cal-25 National Association.

E. All expenditures, other than for postage and supplies, shall be made only with prior approval of the Executive Committee.
 

VII. NOMINATION AND ELECTION OF OFFICERS

A. The Executive shall appoint a nominating Committee, which will propose a slate of officers. The slate shall be sent to all members at least two weeks before the annual meeting.

B. Additional nominations, with the consent of the nominee, may be made from the floor at the annual meeting.

C. The new officers shall assume their duties on January 1, following their election and shall serve two-year terms.
 

VII. MEETINGS

A. The annual meeting of the fleet shall be held each year in November. Business shall include determination of dues, election of officers, award of fleet trophies and other business.

B. The semi-annual shall be held each year in March. Business shall include approval of race and rendezvous schedule for the coming season and other business.

C. Other meetings may be called by the Commodore upon request of the Executive committee or must be called upon written request by 20% of the membership.

D. Members shall be given not less that two weeks written notice of meetings.

E. A quorum for all meetings shall be ten voting members in addition to those officers present.
 

IX. RULES AND SPECIFICATIONS

A. INTERPRETATION: Specifications, however complete, cannot anticipate every situation that may arise. If a point is not herein covered, a ruling shall be obtained from the rules committee. In interpreting these Rules and Specifications, the Rules Committee shall consider the intent rather than any technical construction that might be derived from the wording. They shall bear in mind at all times the basic principal of these specifications which is to maintain the Cal-25 Class as a one design class. Nothing is optional in these Rules and Specifications unless so stated.

B. GENERAL RULES: In the absence of specific rules to the contrary, the Racing Rules of Sailing as published by U.S. Sailing shall apply.

C. STANDARDS: Boats shall be basically unchanged from the design of C.W. Lapworth and as built by Jensen Marine Corp. The original plans and specifications on file with the Jensen Marine Corp., or a certified copy of these plans acquired by the Class, shall be considered as setting forth the official standards with respect to hull, spars and rigging. An official listing of standard Cal-25 measurement and specifications will be provided by the Rules Committee to members upon request.
 

D. ELIGIBILITY OF BOATS

1) All Cal-25 owners who are voting member and whose boats comply with the fleet Rules and Specifications, interpreted as below, shall meet the requirements of this organization for one design racing. For any particular race, all requirements of the sponsoring club must be met.

2) It shall be the responsibility of the Rules Committee to insure that member’s boats abide by the Class Rules and Specifications. The measurement and certification of Cal-25’s to be sailed in the Class championship shall be under the control of the Executive committee.

3) A Cal-25’s compliance with the rules may be challenged by means of a protest in writing, stating the ground thereof and submitting to the Class Secretary who shall refer to the Rules Committee for decision. Any protest as to eligibility must be accompanied by a check for $10.00 which shall be returned if the protest is sustained and otherwise paid into the Class treasury. The rules Committee shall have the power to declare a boat ineligible.

E. HULLS: All hulls shall conform to the design and specifications of the Cal-25 built by Cal Boats Inc. and Jensen Marine Corporation and shall remain unchanged so as to preserve the one design aspect of the Class.

F. KEEL, RUDDERS, SPARS AND INTERIORS

1) No change in the dimensions, locations, shape and materials standard for Cal-25’s shall be permitted except such changes as are approved by the Rules Committee. Fairing of any leading or trailing edges is not allowed.

2) The interiors of the Cal-25 shall not be changed so as to alter the weight or displacement characteristics of the boat beyond the specifications of Jensen Marine Corp. in their A-hull interior design.

G. STANDARD RIGGING: The standard rigging shall not differ in any way from the original design.

1) Spreaders must measure a minimum of 32" in length.

    1. Twin headstays are permissible but may not be utilized in Cal-25 one design racing.
    2. All wire shrouds / stays shall remain in their original configuration and be constructed of the same diameter and strand count material as the original design. This includes the back stay bridle.

H. RUNNING RIGGING: There shall be no restriction on running rigging, nor on sheet and halyard handling gear.

I. BOOM VANG: There shall be no restriction on the use of a boom vang.

J. SAILS - GENERAL: Sail measurement listed herein are maximum measurements and shall, except as specifically noted, be made from the outside edges of the cloth or bolt rope as the case may be. All measurements shall be taken with the sails laid flat on the floor, with tension adequate to remove all wrinkles in the line of measurement.

Sails shall be certified by the Rules Committee as meeting the measurements adoption of these rules. The Rules Committee may allow variances from the required dimensions that, in their judgment, reflect normal stretching of the sail under use.

Except as otherwise specifically permitted or required, no battens or other means of stiffening the sails shall be used. Windows are permitted in mainsails and all headsails.

Sail materials for Genoa’s and Mains are limited to polyester, Dacron, Pentax, Fiberglass and Mylar.

There shall be no restrictions on the methods or processes used for the construction of any sail.

K. EMBLEM AND NUMERALS: C25 as per Jensen Design

L. MAINSAILS

1) The luff and foot of the mainsail shall not overlap any portion of the bands placed on the mast and boom. These bands must conform to the following rules: Each band shall be at lease 3/4" wide and shall contrast in color with the mast and boom so as to be easily recognized. The top of the lower mast band shall be 3’ 6" above the deck (not the mast step). The bottom of the upper mast band shall be 25" 0" above the top of the lower mast band. The boom shall be banded so that the forward edge of the band is 11’ 0" from the after side of the mast.

    1. The mainsail shall have no more that four battens. The upper two battons may be full length but the lower two shall be limited to 44.88". (2-18-98) (5-8-01)
    2. All mainsails shall, when in use, be attached to the mast for the full length of the luff. It is not a requirement that it be attached to the boom along the foot. (5-8-01)

4) There shall be no restriction on the use of zippers, leech lines or other devices for adjusting the draft or set of the sail.

5) Measurement shall be taken on the spars, booms, spreaders and spinnaker poles as the Rules Committees sees fit.

6) Headboards shall not be larger than 4 1/2".

M. JIBS

1) All headsails, other than spinnakers, shall be fitted with conventionally spaced snaphooks all of which, when the sail is set, must be attached to the Jibstay. Use of headfoils is prohibited.

2) There is no minimum weight of cloth for headsails other than spinnakers. (see section N. line 2)

3) The maximum L.P. of any headsail shall be limited to 15’ 0" which is 150% of the J. (Note: L.P. is the length of the line perpendicular to the luff of the sail, which intersects the clew. J is the actual fore triangle base length.) L.P. shall be measured by constructing two parallel lines on the floor 15’ 0" apart and holding the luff of the sail along one line. Two inch tolerances on the L.P. shall be permitted on used sails.

(Note: L.P. is the length of the line perpendicular to the luff of the sail, which intersects the clew. J is the actual fore triangle base length.) L.P. shall be measured by constructing two parallel lines on the floor 15’ 0" apart and holding the luff of the sail along one line. Two inch tolerances on the L.P. shall be permitted on used sails.

4) Battens are allowed on sails of 110% or less L.P.

N. SPINNAKER AND SPINNAKER POLE

1) Spinnakers shall be limited in size by luff and leech of 29’ 9 5/8", a foot of 18’ 0" and maximum girth 18’ 0".

2) The material used in spinnakers shall be 0.6 oz or 0.75 oz Nylon. (2-18-98)

3) Spinnaker Pole: The maximum length shall be 10’ 0". This measurement shall be made as follows: With the pole in the mast fitting in a horizontal position and perpendicular to the centerline of the boat, measure from the extreme outboard end of the pole fitting to the centerline of the mast.

4) Spinnaker staysails and double head rigs are not allowed in class racing. Jibs may be set with spinnakers but must be hanked on the forestay.
 

O. RESTRICTIONS ON THE USE OF SAILS

Participating yachts may use only one spinnaker per race for races of 25 statute miles or less. In races of 25 statute miles or less, if the spinnaker selected is damaged during the course of the race, an alternate spinnaker may be used. If an alternate is used, the damaged spinnaker must be tendered for inspection to a member of the Executive Committee of the Club as soon as possible after the completion of the race.

P. MEASUREMENT

1) All sails proposed to be used in Class racing shall be measured, dated and stamped by the Club Measurer and only such sails as meet all requirements of this section of the rules shall be used in Class racing. Each sail shall be marked to indicate fulfillment of these requirements and the date of measurement. The Class Association shall keep a record of all sails measured.

2) Measurements taken on rigging will be done on the honor system as per the Rules Committee instructions.

3) New Sails: Only one new sails of each of the following types may be purchased per year: Spinnaker, 150% Genoa and Mainsail.

Q. CREWS There shall be no restriction.

R. EQUIPMENT: Boats shall be raced in cruising trim and owners must recognize the spirit of this requirement. Specifically, there shall be on board while racing adequate safety equipment, including: life preservers, fog horn, compass, ground tackle, spare lines and flares. Cruising gear shall include: bunk pads and outboard motor. It is not necessary to carry life rafts.

S. INTERMEDIATE LIFE LINE: All Cal-25’s shall be equipped with double lifelines between the deck stantions.

T. MOTORS: AllCal-25’s shall carry outboard motors with a minimum of 6 h.p. which shall be left on the transom at all times. Gas tanks may be stored any place on board.

U. AMENDMANT: These By-Laws may be changed at any meeting by a two-thirds (2/3) vote of the membership present providing any proposed change be mailed to the membership two weeks prior to the meeting.
