The DRYA PHRF Handicap Rating Process

 

We are the PHRF rating resource for all of Southeastern Michigan, our members and member Clubs.

Meetings are scheduled on Monday evenings, starting at 7:00pm, at Bayview Yacht Club.

Timing is two hours, Max. Less if we can do it.

Our meetings are open to all. You’re most welcome to come and participate/review anytime.

 

 

Fall Boat Review

September to December 1

 

Review past season race results

Review the current PHRF Fleet

We consider any request for discussion

Discuss and/or revise, if necessary, Section 15 Rules – must be completed by November 1

Handicap Board management approved

Handicap groups selected and approved

Voting members selected/appointed and approved

Notification to all members listing boats that are potentially ‘up for rating change’ – by Nov 1

 

 

Deadline for filing ‘Request for Review’ forms – December 1

 

 

Form can be downloaded off the DRYA website. This will produce a list of boats for review                   in January. The owners, competitors and the HRB generate this list. Preferably owners and competitors.

Notification is sent out listing all boats that are requesting or ‘are up’ for review – Dec.15

 

Winter Rating Review

January through March

 

Owner, competitor, HRB presentations

Up to 15 minutes allowed for presentation

Two to 5 minutes allowed for rebuttal and further discussion

If the list is long, presentations will be scheduled weekly until finished

We try to do 6-8 presentations an evening – voting follows with discussion on each boat

If satisfied – the rating will be shown on the Valid List

If NOT satisfied – submit a new request for Appeal, usually due by mid-February

Appeals follow the same process as above

Appeal presentations are made to a select group and must show that the HRB was wrong in it’s earlier decision

If HRB is wrong – further deliberation by the HRB is done to ensure a correct and accurate rating

If HRB is right – earlier vote and decision stands

As always, owners and competitors, if not completely satisfied can carry the appeal on to US Sailing – you must complete our process first

Spring/Summer Wrap-up

April through June

 

April 1 – Class Splits due

May 1 – Initial DRYA Valid List complete

June 15 - Review ‘T’ ratings - they can be changed anytime

Review new boats to the area for rating consideration
