2005 Bayview Mackinac Race PHRF to IRC rating changes.

2005 Mackinac:  Replace the PHRF rating system with IRC on entire Southampton Course - except the Multihull Class and leave the Shore Course on PHRF.  Reason? This would reduce the number of boats in the fleet that need IRC certification and helps insure we can get everyone rated.  They each have their own overall so it will not affect the fleets.  On the long course, boats currently rated faster then a PHRF of 60 will require an Endorsed IRC Certificate - IRC measured and physically weighed. Boats with a PHRF rating of 60 and slower will be allowed to have an IRC certificate with owner supplied data.  Reason? Make sure we can get everyone measured.  However, any competitors can provide an Endorsed Certificate.
